As the game currently stands, yes. But the Weapon Target code for it can be modified.

My stock strategy against the Abbidon. In tactical combat games, I do the "abbidon waltz" - come in 1/2 my movement, launch torps and missiles, and back away. Repeat until Abbidon ships are so much radioactive space dust. Very similar to the old 19th century tactic "Retire in Sections" you see in the movies.
