That is a nice distribution of votes on question 1. 2 votes for the Last option would make it perfectly symmetrical.
Not that 2 votes for that one would be good, but it would look nice.

I can answer that right now. They do not. I forget exactly who has the advantage, but I think that Ice planets get a slightly smaller percentage of facility space than they do in unmodded SE4. The atmospheres are no longer quite balanced, but they are close. This is a result of disproportional numbers of new planet images from the Image Mod. I added nearly all of the images from there, and they seem biased towards certain types of planets.
