No. For any sentence to be a complete, real sentence, it must stand completely alone. It does not have to mention what pronouns like "it" refer to, but it does have to be a meaningful, structurally complete sentence on its own. Otherwise, it is a sentence fragment. "No" and "I" are not sentences, they are sentence fragments.
