IIRC, the main reason for releasing 1.27b was to fix a problem with AI ship designs using Armor III before the AI had researched Armor III, which then hosed up the build queues. I expect that required source code changes, not text file changes (unless it was as simple as changing all the race design files and/or race research files; although THAT would involve changing 20+ text files, each in its own directory, and asking us to put those in the appropriate places...)
