'Kay, this is kinda under the heading of useless facts ...
If you build a value improvement plant on a planet with some resource value already greater than 255% (because you want to increase the % of another resource, obviously), that high resouce will be decreased down to 255% by the value improvement plant.
That's what you get for being greedy.
