The problem is the perception of the peole doing it is that it's not a big deal, merely a nuisance. They think of it as a challange, or perhaps a way to get noticed and get a job in IT security or something like that. Even if they catch them the penalties are minor, since the damage done to anyone particular person is typically not that serious. But we need to change our view of it as a culture, and nothing does that better then the attacks themselves.
I would support a very light sentance for anyone writing or distributing a virus. Say maybe one hour in jail, for every person affected!
The first time one of these pinheads gets convicted of 12 million counts of malicious tampering sentanced to 12 million consecutive one hour prison terms the rest of them might think twice about doing it themselves.
