There needs to be an entry in the *_AI_ConstructionVehicles.txt file telling it to actually build them. The format of the file is reasonably easy to figure out. You just need to add a new entry listing "Kamikaze Attack Ship" to one of the queues. Probably the Attack queue, but maybe the Defense queue? Kamikaze is a desperation tactic... Choose how many planets per ship to be built and make sure to change the number of entries at the top so it knows the new entry is there. You'll see some of them soon enough.
