This is the situation:
You have a treaty with someone and you mine their planet while the treaty is in place. Then (when the mines are layed on the sector with their planet) you break the treaty.
Questions:

yes, if there is movement
2. Will the planet get damaged by the mines? Say he has Satelites in orbit or WPs on the planet. Do they get damaged?
No, only ships that move in that sect
3. If not (to 1. & 2.); what happenes when say 1 of their ships comes in that sector... will the rest of their ships/bases that are sitting in orbit get hit by mines too or just the incomming ship?
I don't think so, (Just incoming)- good question and should be tested
4. What happenes if the other empire builds a ship at that planet while the mines are in place. Does the new ship get damaged or not?
NO, I don't think so - until it moves
5. What happenes if he launches fighters or drones from the planet? Do they get hit the moment they are launched or not at all?
NO not by mines
6. What happenes if I attack that planet and he has fighters on it... they obviously launch for defence... BUT do they get damaged by my mines before or after battle .... or do they even get damaged at all?
NO- Fighter units do not get hit by mines
