All players in the game need to be using the same mod (or all unmodded) and in this case the host has selected Ladder Mod for the game - and it does have some pretty neat features, some of which I am adapting for my own custom mod for games that I play with my son on our LAN, the two of us allied against a bunch of AI empires (could not just use Ladder Mod for that b/c it has lots of stuff not understood by the AI).

Most of those features are just lifted from the Pirates and Nomads mod or the Adamant Mod.

The Hyach are most certainly a B5 canon race, you know. But, they were rarely seen in the show, so nearly nothing is known about them. It would be difficult to RP them in a canonical way.
