repair aptitude
does it actualy DO anything?
I set up a quick little game, one empire had non existant repair, the other had god like repair.
they seemed to be both the same, both empires planets could repair at the same rate, and when I reserched the repair bay that also was the same for both empires.
does it affect the cost to repair? or is it just a useless option?
