Hard to tell, but if he's the game master he can check the status of any ship in the game at any time. No need for a player's password, you just change the password, run the turn offline and check using the new one. The checking turn doesn't get uploaded, so it has no effect on the actual game.

That's too cumbersome to do for every trade, but occasional spot checks should keep people honest.
