Think about it, how do you catch a criminal, by hunting them down, or tricking them into coming to you.

So have you considered that he might be doing the same - he could be an FBI agent trying to root out pirates!

(Though I could think of better games to ask for... SE4's not exactly one where the gaming community is likely to fall for that... maybe he should have asked for UT2k3 )

You know, I wonder what happens when one undercover cop tries to sell drugs to another undercover cop... what's the cop etiquettte for that situation?
