According to the first post in this thread they do. You just have to save and reload the game to get it to display the cloak icon. Are you saying you have tested this and Darkangel is incorrect?

No they do not. They appear to be cloaked, but if you actually test it out, they are still visible. This is with a cloaking facility, not using the sector-sight obscuration ability on a base/ship. Combat Wombat tested this, and Darkangel is incorrect.
