The Kilrah
are my neighbor, the Nix are my neighbor, the Rorg are my neighbor. Some AI in the north, who was a close ally, is my neighbor.
Believe me when I tell you I appreciate the scale of your empire. I do not hold it against you that you are small. I do take those cautious steps I feel are appropriate to my situation.

From the sounds of things I may have to deal with the Kilrah once Rags and I are done with the Nix.
Still, I am the turtle. I will build and build and build and am not so likely to start a fight. It is fortunate, for me and perhaps all other players, that Nix opted to attack so soon after he had rushed-up the Talisman. At this point his battle technology remains primitive compared to my own and I do have some chance. Contrast this with my situation in Adamant009, where I have been making life interesting for the Religious Gravey for fifty turns or more but have only succeeded in delaying the inevitable.
I would like to note that, if your empire is large enough, it is still possible to make enough money to support large fleets under full or near-full riot conditions. It is just not possible to do so forever.
