What if you set random movement of one to EVERY system? OK, that would get annoying trying to get your ships to supply depots, etc. since there's no "hold position" order (unless "sentry" will do that) - but then all mines and satellites in the system would automatically "diffuse" throughout the system... of course bases would too...
Now if you could just assign random movement say every 5 turns or something...
