As far as i know, the only way to do this kind of thing is to create new racial trait that contains all the 'ordinary' techs. So if you do not choose this 'ordinary' tech trait you cannot research any of the 'ordinary' techs. Unfortunately the restricted traits options in the racialtraits file appear not to work, atleast i cant get them to work. So atm you cannot make it so that if you take this 'nanotech' trait it would prevent you from choosing the 'ordinary' tech trait.
