3 words: Gravitational Quantum Resonator. System Gravitational Shields are expensive and it is impracticle to build them everywhere in most games, save in the very later stages. Massive war usually occurs long before you can research and build them. So is opening 10 WPs in all interior systems. Doing so either requires a lot of WP opening ships, or a lot of time.
