That makes me wonder. I know there are facilities that can increase happiness, and also troops. But his remark about crack makes me want to know if the game can be modded to include a drug that will also increase happiness. Does anybody know, and how would you do it?
Make a new, small type of a troop. No usefull components couuld be placed. Call him a "drug dealer". Make him also cost a lot - to represent the negative impact on the population morale and productivity.
