My first impulse would be not to. I typically try to avoid setting up games with more than one "hook". As it is strategies and empire setup are going to have to be reevaluated for the minimalized start, and throwing the balance mod in there just complicates that. However, I am always open to the wishes of the players. If they want to use it I won't object.
