2. Rei Hino [Sailor Mars, from Bishoujo Senshi Sailor Moon]
3. Rei Ayanami [Neon Genesis Evangelion]
4. Shampoo [Ranma 1/2]
5. Videl [Dragonball Z]

The first three I have spent more time thinking about than all of the 10 in the previous list put together.
