Ah, I see, the 'upkeep' before the turn gets processed (MTGO players will get the refrence
). Didn't even know the system had random movement, I selected it as a pre-generated starting place in the map creator without checking it. Ah well, sort of quick fix I added in 1 pop min as starting colonization. This would also hurt for carriers/sat layers etc as I guess their cargo is not loaded before they leave also (or maybe they come back?...)
