When starting a new game, in the game setup window make sure that the
Random Computer Players Setting are turned off, or go to the mod data folder and find the Settings.txt file and set all the Computer Player setting to 0.

Maximum Computer Player Low Setting := 0
Minimum Computer Player Medium Setting := 0
