Use cheap ones. Make them empty. Use transports to move them around. Don't make the transports too fast or too expensive, since you'll have to stop for a whole turn on every dang planet anyway.

Research Psychology. Build Urban Pacification Centers. The U-Pac is wise. The U-Pac is love. Build one-per-system.
