There is no way to analyze facilities. If the tech doesn't have a ship component that can be analyzed, then the only way to get it to another player is by direct tech trading.

Also, your example used religious. Don't forget that the other player won't be able to analyze the talisman even if he hasn't taken the religious racial trait at the begining of the game.
