The more I look at this Imperator Fyron you are mostly wrong about this, too.
Fyron may have ment to say planets Facility Slots, not to be confused with planets cargo storage or cargo SPACE.
EDIT:= Or both.
Or not?
However, I can see how this can be misunderstood.
