I like your ideas for punishment for using the talisman. I will write up in more detail something along those lines to put into effect for this game.

I don't feel there should be. As long as you are honestly trying to open up a warp point to another system that very turn. Now if you go 3, 4, or 5 turns in a row and still haven't opened one then there should be a penalty to pay I think.
