Thanks for all your help people, I found the answers I was looking for in another forum.

In case anyone finds themselves with this same problem, The current nVidia drivers (v53.03)have a 'known issue' with the TV-Out (if you have one of their Graphics Cards with that option)

The solution was to install the previous drivers v52.16.

P.S. I sure hope my 'Miner's Guild' Mod gets more reactions than this 'Help' request did. (but it doesn't look like it.)
