Does anyone know how many turns it takes to increase the planets condition 1 level using a Climate Control Facility III?

Also I'm trying to figure out the correct order for the planet conditions. Here is what I have come up with...

Pleasant
Good
Optimal
Mild
Unpleasant
Harsh
Deadly

Can someone tell me if this is correct.
