It depends entirely on what you are fighting. If you are struggling against a 'Crystalline Technology' race you'd better go with the shields!
But against a 'Temporal Knowledge' race the Organic Armor will be a real advantage. TK weapons are powerful against shields but wimpy against armor. Use your human smarts and adapt!
