I was under the impression that AI designers use the type "Attack Base" to make attack ships that specifically will not join fleets.

Yep, and if I'm not wrong, Rollo was the first to use the "Attack Base" ship design to create Scouts.
In the other hand, think I'm the first modder to use BA as standard ships in the late game!
