This was originally done by a retailer to force his cashiers to open the register to make change on every purchase.
It was later found that .99 items psychologically seem cheaper than round numbers. People will buy more $4.99 items than $5.00 items.

This is a safety feature. Since most people are right handed, they'll turn on the right/cold faucet, and not accidentally scald themself with hot water.
