That's set in RaceName_AI_Politics.txt , in the line "Turns Since Last War Before Friendly Treaty".
I think the change would work in an ongoing game.
[Edit] I wonder, since that entry refers to a "friendly" treaty, if you could get a Non-Intercourse treaty sooner than that?
