I believe this is called an Imperial, a Soul Spot, or a Soul Patch. When I don't shave, my soul spot consists of seven hairs. Some people have bad facial hair. I have a mockery of facial hair, it is sparse, wiry, and stays under my jawline between the burns and the chin. They call it The Billo Halo.
So I shave, and it's the right thing to do.
I've always known it as a "Caterpillar" and something else I cannot say here.
