Hmm...its a pity to have to give up on the whole idea tho. Couldn't you achieve the desired effect by giving a cloaking device the max levels of every OTHER cloaking method?
For example...give a Gravitic Cloaking Jobber level 100 passive em, active em, temporal, etc...but only level 4 gravitic so that it can only be detected by gravitic scans?
