All Modders - Questions about Neutral Races.
I have heard that Neutral races are not allowed to leave their home system.
1. Is this true?
2. If so is it hard coded or controlled by a setting in a txt file?
3. If in a text file, which one?
I have this idea to add some nuetral races, and I am curious how flexible the game is in this area.
