Yes, I think "unfinished" is the best single word for MOO3. Even the patches are unfinished! There are just so many flaws and gotchas in the whole thing that you can't catalog all of them. I'm just about to give up on the game I am trying to finish. I had to try to complete a game, but it's become nothing but a chore to go back and play a few more turns. Guess I may as well recover the ~500 megabytes of disk space and accept that there isn't going to be any further patching.
