I did a quick test. The planet destroyed announcement includes the race that did it. Even if the ship is cloaked, it must decloak to destroy the planet, anyway. Have you been in control of this planet the entire time it was colonized, like Kamog said you may have missed the message.

Quick recheck...if you haven't made contact yet, you make contact when you decloak.
