As for the topic....
I once wrote up a 10,000 point GURPS character, just for laughs - it could even go toe-to-toe indefiniately with Atrocity's character - and ruin his empire in the process. Let's see him run an empire when all of his lieutenants (or their lieutenants, or their lieutenant's lieutenants, or ...) suddenly discover they can't even remember what a name is, much less their own. Or when the replacement set is simultaneously telecontrolled to the point where they give orders to dismantle the empire. Or when their replacements suddenly "remember" that they have all been planning to assasinate the emporer, today, unanimously, with the full cooperation and support of all bodygaurds, and everyone involved in all the "safety measures". Or when someone who looks, sounds, and acts just like the emporer himself (down to retinal scans, fingerprints, and DNA - and has all the passcodes needed to order the lieutanants to do stuff) starts giving orders that contradict other orders (to the replacements for the previous set of lieutenants, of course). Or when throwing the "infected" galaxy (with my 10,000 point GURPS character on it) into a black hole / temporal vacule / alternate dimension / distant time (or all at once) doesn't help one iota.
The problem with an evil empire is that not everyone can be virtually invulnerable and all-powerful (if they were, there couldn't be any rule-by-force-and-fear (and hence, no "evil" in the evil empire), now could there?) - and nobody can be everywhere at once; in order to rule in an "evil" fashion, there must be those of lesser stature who will follow orders, yet who still have a goodly chunk of power under their command sufficient to follow out those orders - and theirin lies the weakness of an empire against an individual built to make empire obsolete.
