The popup is possibly blocked by spam control. You should get an icon in the lower right of the Firefox window indicating the blocking of a popup, clicking it and you can enable popups for the current site only. Very nice feature.
The download control might be a non-standard HTML, used only by IE. Bad web design to use it; nothing that can be done about it.

It uses a couple of dl’d controls and checks a secondary certificate before sending the popup. I haven’t looked at it hard enough to tell where it hangs. We have to make some arcane setting in IE to get it to function, so it could be the same with Firefox.
