You can have a racial research tech area that does not have any actual technology resulting from it and give your mount that tech area as a requirment. It will work, but when researching the tech nothing will show in the "expected results" area in the research screen and your log will not have a message that the new mount is available, although you will get the log msg that the tech area was researched. (EDIT: According to the history.txt this problem was patched out, but I don't recall actually trying it since then. SO I can't say for sure. This might not be a problem anymore.)

If the lack of those is a problem, you could make a dummy component that is called "XYZ Mount" that will give the player something to look at in the log. In the comp details just put a note that this comp is not to be actually used or something. It's not a perfect system, but it works.

If the idea was to give the racial player access to it without having to research, you can't reallly do that I don't think. But you could make the tech are very cheap to research, 1 point even.
