For your Design Names files needs, you want
Design Names Anthology. It has most of the design names files from the various shipsets in it, plus many, many more.
Also,
SE.net has a large number of shipsets available in it's Downloads database. Unfortunately many of the entries lack descriptions, and not all shipsets are updated to Gold compatibility... but they can be downloaded.
