I'd have to guess that's a reference to one of the alien technologies you can find in a ruin. I forget the name but the effect says "This ship has the same experience rating as the ship with the most experience in the same fleet." Or something pretty close to that. The biggest effect of experience (so far as I know) is that it modifies your chance to hit.
