Shipyard on strike?

My shipyard has suddenly stopped building...says it'll take 0.2 turns to build, but it never changes.
no riots, only 6 other ships, plenty of resources (its 0.2 turns agrees with the output of the planet)....
What Gives? Can Anybody Help!
