If there were no population then the display would say never not .2. The only way I know of to have that happen (unless its a bug) is to select the hold button in the construction queue menu. Maybe you hit that button accidentally? If that is true you will see a red on hold in the display next to that planet when you go into the menu that shows the the construction queues for all the planets. Use F7 or the wrench icon on the left set of menus to get there. just right click on the area for that planet in the menu and deselect the queue on hold button, its on the right side of the screen.
