Why should it remember what weapon mount you selected on the design screen when you go into the help? If you notice, closing and re-opening the design window CLEARS the weapon mounts to normal. So, this is not a bug at all. You just misunderstood.
Use the weapon report on the design screen if you want to see the weapons listed with mount effects.
