Unfortunately, no.
The way the currently diplomacy model works, one you have entered into a treaty (I forget if the break point is Non-Aggression or Trade Alliance) with another race, that race is given free passage through your mine fields and vessel blockades.
This has been a subject which many have voiced a desire for changing who can and can not pass through your defensive screens.
