One other significant improvement over Dom I is the way you can give orders to your commanders. You just place pointer over commander and press e.g. shift+r to set him to research. It sounds really cool. It's hard to get a feel for the interface through just looking at screenshots, even though they do tell you something. What you're talking about with the F1 key seems to do what I was wanting a filter to do: show you all your provinces so you can see which ones need patrolling, etc.
