I most confidently voted for Diplomacy System .But if i choose Other/Misc the features i will want are: Inproving Province,Ideas Like;
1)Food Supply Increase.> Delegate,a selected leader in farming in that province to increase supply.
OR
2)Trade system.> Trade gems for Gold/Supplys, a flexible market in Hi & low % in price changes per season, within that single province .
