Erg. I still say that strikes me as a little silly, requiring that you have a priest to build a temple. How's that for a chicken and an egg problem?
Can the Ulm Pretender (which is what is suggested in the quick start) build temples? If not then that would explain it. Otherwise I dunno... my Pretender could build Labs just fine, but never had the option for a Temple.
