This just doesn't compute. For this to happen Ermor's Dominion would need to cover the whole map, which would basically mean the other Gods would be dead & the game over.
What really happened in Dom I was that the dominion of Ermor wasted its own provinces, but this did not really affect the rest of the world. If you have 13 nations growing with +3 growth & one nation with no population you can hardly talk about a wasted world.
In fact, while Ermor uses to start with a stronger Dominion than living nations it usually has a hard time gathering coin for temples, so its influence often stalls & dismishes over time.

I have only seen this in games in which Ermor was set as a bad AI to mess the players.
